THE CALL

Sixty-eighth minute of the final group game, Folarin Balogun plants a stud on a Bosnian leg and sees red. Mandatory one-game ban — he misses Belgium in the Round of 16. Then the phone tree lights up: the World Cup task force calls the President, the President calls the president of FIFA. His scouting report, verbatim: "I didn't think it was a foul."

ARTICLE 27

FIFA reached for Article 27 of its own disciplinary code — the one that lets it "fully or partially suspend the implementation of a disciplinary measure" — and the ban became a year of probation. The Belgian FA said it was astonished, called it a direct contradiction of the competition regulations, and then did the only thing left to do about it.

THE VERDICT

Seattle, July 6. Belgium 4, USA 1. De Ketelaere twice before the half hour was cooked, Vanaken off a gift, Lukaku in stoppage time to sign it. Balogun played — the whole point of the phone call — and when his moment came, one-on-one, Thibaut Courtois closed the file. The red card was overturned by phone. The result was upheld by football.
